What changes when temporary conditions become part of design
A temporary entrance, clinic route, classroom relocation, service shutdown, or staff move is not outside the project simply because it disappears later. People have to use it, operations have to survive it, and construction may depend on it.
Recording those temporary states can expose a scheme whose final condition is attractive but whose implementation is unacceptable. That is why phasing belongs in early design discussion.
